Civil Engineers dealing with large offshore structures have to take into account any marine operations which are necessary to turn a structure, built in sheltered waters, into an actual offshore structure, towed to and installed in the open sea, during the design phase, The Concrete Sea Structures Commission felt that advice and recommendations should be produced to help these designers and to avoid misunderstandings between them and the marine operators.
