The Brazilean Delegation of CEB arranged in August 1991 a 'Colloquium on the CEB-FIP Model Code 1990' in Rio de Janeiro. Tuis colloquium had been organized by COPPE (Coordenaçao dos Programas de Pós-Graduaçao de Engenharia) of the Universidade Federal do Rio de Janeiro and was supported by several Brazilean organizations. The complete proceedings have been published by and are available from COPPE. The aim of the colloquium was to give background information and justifications for the main chapters of the Model Code 90.

One month after that presentation the draft Model Code 1990 was formally approved by official voting during the 28th Plenary Session in Vienna in September 1991. During this procedure some modifications were agreed. Having this in mind the CEB Administrative Council decided in early 1992 to publish those presentations to the colloquium which were given by representatives of the CEB Committee for the Model Code in updated form as a separate Bulletin d'lnformation 'Selected Justification Notes' in order to make them available to all CEB-members and a wider audience. Acknowledgements are due to the individual authors for editing and updating their contributions according to the latest modifications to the final draft Model Code 1990.
