In the preamble to the 1964 edition of the CEB Recommendations, it was stated that, in order to produce a unified set of international regulations for reinforced concrete, founded strictly on scientific facts, much theoretical and experimental work was still necessary. We added, however, that practical considerations had induced the Committee to undertake the preliminary preparation of a prototype code, to which national commissions, charged with the task of preparing codes or standards, could refer in the knowledge that they were using a common basis.

We believe that it is now possible to state that this first objective has been fully achieved. The 1964 Recommendations, published in a dozen languages, have greatly influenced the development of those regulations which have appeared in recent years and, moreover, the existence of a document covering all essential aspects of design and construction has certainly contributed to directing research towards those subjects which, because of their importance or the inadequacy of available data, required further investigation.

However, following the programme laid down, discussion was restarted in 1962—only a short time after the final discussions on the text that appeared in 1964—on various chapters. At the same time, the President, M. Guyon, advocated the formation of a Joint FIP–CEB Committee to take charge of extending these Recommendations to prestressed concrete.
