This document specifies general principles for the verificat ion of reliabil­ity of structures subjected to known or foreseeable types of actions. Relia­bility is considered in relation to the performance of the structure through­out its intended life. The general principles are applicable to the design of complete structures {buildings , bridges, industrial structures , etc.) , the structural element s making up the structure and the foundations. 

This documents is applicable also to the successive stages in construction, namely the fabrication of structural elements, the transport and handling of the structural elements , their erection and all work on site, and the use of the structure during its intended life. 

Generally, the principles are also applicable to the redesign of existing structures when they are in the course of being repaired or reconstructed. Same limited amendments in the methods are however necessary ( see name ly 6.3.1). This document is directed to national and international code committees who have the task to produce codes concerning technical fields related to reliability of structures , Intentionally, it is not written to be fully operational; among other things, numerical values are not given.
