Taking into account sub.clauses (1) - (9) of Technica! Resolution No. 1 (Rotter­dam), the MCRG has reviewed the chapters and contents of MC78, with a view to:

a)    checking on the overall balances of the MC (for example, between strength, serviceability taking also into account durability).

b)    looking at coverage of the Code (for example, prestressed concrete, precast concrete, fatigue, etc.).

c)    examining the scope of the Code (for example, which type of structure? ,.. and under normal use, only). Also, how much should be covered by Practical Guides?

d)    Identifying l:acunae in the existing chapters - both major. and minor.

e)    Revie.wing the overall philosophical approach of the Code including a clear definition of the basis of design in chapter 1.

f)    Making suggestions for areas where alternative texts may be required for technica! reasons, or where editorial changes may be necessary for classifi­cation or to simplify the text; i.e. amendments, corrections or deletions.

It Is not the purpose of the MCRG to draft new clauses for MC 90. The Group 1s concerned with the preparatory work for C.E.B. Plenary Session in Treviso, May 1987 with interim discussion within the Advisory Committee (Lausanne meeting 01-02/10/1986). 

This working document is based on (a) - (f) above, on com ments from National Delegations and especially on the work of CEB Permanent Com missions and Task Groups and FIP Commission which reached the MCRG before the meeting of the editorial group in Wiesbaden. 

The document is prepared for the meeting of the Advisory Committee in Lausanne October 1986 and is formed by two parts :

1- includes a collation of com ments chapter by chapter on MC 78 on the basis of 25 documents 1985 and 52 documents 1986. The single page is formed by one part which is the original MC 78 page and numbered com ments are given within f ram es,.Reference is given to the lisr; of documents above mentioned. 

2- includes a set of aàditional documents of genera! interest which cannot be merged into the above collation. 

Additonally, for each chapter a short sum mary is given separately, in order to allow a genera! information on the whole revision process. 

For the discussion in the Advisory Committee, it is important to realize that this document is the first of several documents in the whole Model Code revision process. For this reason and because of the tight timetable for the meeting in the Advisory Committee, it will probably be necessary to restrict the discussion to problems of genera! interest. 

On the other hand the MCRG is, for the further work, very interested in both major and minor com ments. Written comments are requested to be kindly sent to the MCRG until the l0th October. 

Based on the discussion in the Advisory Committee in October and other comments which the MCRG may receive concerning this working document at a meeting in October, the MCRG will formulate detailed questions and / or introductory proposals to be submitted to CEB Commissions and Task Groups. The Commissions and Task Groups will receive this questions the lth November and are kindly requested to answer the questions until the 15th january. 

Of course, in spite of the fact that the time interval is very short, CEB technica! instances are requested to answer because many questions and/or collated proposals are not new.
