The Committee which has been installed at the meeting of the C.E.B. in Vienna in 1959, has already met two times: once in Paris on January 29th, 1960, and a second time in Stockholm on June 25th, 1960.

From the very beginning, a division was made between plates and flat slabs (mushroom floors). As the work went on, it appeared that two different approaches are common to both subjects and to such an extent that they should be taken into account right from the beginning: calculation by elastic, respectively, by plastic methods.
