During the last decades, the fundamental concepts of structural safety have been considerably improved. Much of this progress took place after the publication of the 1970 edition of the CEB-FIP International Recommendations for the Design and Construction of Concrete Structures.

To benefit from this progress, communication between researchers, code writers, and designers was essential. The different levels of formulation of structural safety problems had to be bridged, allowing the whole framework to be unified. Advanced information on actions and structural behaviour had to be implemented. Simple and logical design methods had to be made available.
