This bulletin contains papers from Commission II, “Reinforcing Steel, Bond, Anchoring”, and from its Working Group “Steel Properties.”

It follows the State-of-the-Art Report of Commission II published in Bulletin No. 97, pages 12–23 (for which a French translation may be requested from the Secretariat), and provides a more detailed report that also takes into account the conclusions of the London meetings held in October 1973.

The proposals for modifications to the International CEB/FIP Recommendations (1970) are not repeated here; reference should be made to CEB-NEWS No. 9, page 3, dated December 11, 1973.

Extensive reports are presented on the activities of the Working Group “Steel Properties”, particularly on a coordinated investigation currently being carried out by several research institutes. The corresponding bond tests are to be conducted on the basis of recommendations established by a joint RILEM–CEB–FIP Committee, published in the RILEM journal Matériaux et Constructions, No. 32 (March–April 1973).

The discussion of the Manual on Reinforcement was concluded by Commission II on October 28, 1974. All modifications compared with Bulletins No. 87 (Detailing of Reinforcement) and No. 88 (Rationalization, Documentation and Construction) are presented on the final pages of this publication.

We would like to express our gratitude to all members of Commission II, and in particular to its chairman, Dr. Soretz, for the work they have done on Bulletin 104. We are also pleased that, with their assistance, it has been possible to publish several of the contributions in two languages.
